This moon shot won't "get off the ground" because this White House did little-to-nothing to engender positive relations (even on the Democrat side) with the Hill from day one of Obama's presidency. Now those chickens are coming home to roost as we say in the South!!
Seriously, ask anyone on Capitol Hill, and they'll tell you the legislative relations between this presidency and the Hill are very weak. Don't believe me? Ask most staffers and they can't even name a member of Obama's legislative liaison team from the WH...
It's that bad. He won't get very far on this, despite the nobility of the cause.
